Job Summary

The Elderly Waiver Policy Consultant will manage and coordinate the Elderly Waiver (EW), Consumer Directed Community Supports (CDCS), Personal Care Assistance (PCA), and the recently approved Community First Services and Supports (CFSS) program to offer home and community-based services for older adults statewide. The position is responsible for:
  • Managing state and federal compliance reporting and renewals
  • Establishing and implementing all approved program parameters
  • Maintaining fiscal and policy directives
  • High-level and detailed analysis of related state and federal program regulations, initiatives and interrelated state directives and reform efforts
  • Developing impact statements
  • Recommending policy directions
  • Advising management in program policy formulation
  • Managing legislative activities related to both internal and external proposals


Qualifications

Minimum Qualifications

3 years of specialized professional experience in Medicare and Medicaid policy and benefits for older adults. Experience must demonstrate the following:

• Experience with Home and Community Based Services (HCBS) for older adults and persons with disabilities

• Experience interpreting federal and state laws and regulations governing state and federal health care program eligibility requirements

Knowledge of Managed Care concepts and federal requirements

Preferred Qualifications
  • Analyze and write complex technical documents including legislation, bulletins, legislative reports, and procedures
  • Understanding of county, tribal and managed care organizational structures and delivery of long term care benefits
  • Ability to Identify, articulate, analyze, and resolve complex problems having short and long term policy and fiscal implication
  • Communicate with strong oral and written communications skills
  • Variety of experiences working effectively with others from different backgrounds and/or cultures
