Job Summary

Use your health knowledge and expertise to be a part of a team that provides surveillance and guidance in the areas of recertification and complaint investigations of health care providers to ensure compliance with Federal and State regulations related to the provision of nursing and health services.

Primary responsibilities for the Evaluation Specialist include:
  • Evaluate health care providers and compile information to document conclusions
  • Determine degree of regulation compliance and issue orders to correct deficiencies
  • Perform periodic unannounced follow-up visits to health care providers to ascertain compliance with previously issued correction orders
  • Periodically attend legal proceedings regarding identified deficiencies

This position will be based out of the Rochester district office location with 75% of work time spent on-site performing surveillance of facilities located in the Southeastern region of Minnesota. When not on-site, remaining follow-up work is performed by teleworking from your home office.

Candidates must be available for overnight travel. The majority of work hours are between 8:00am - 4:30pm, Monday - Friday. Hours and days of work and the need for overnight travel are determined by inspection workload. Reimbursement for authorized business travel expenses is provided according to bargaining unit guidelines.

Qualifications

Minimum Qualifications

Two (2) years of experience working in a health care setting, nursing home or other Federally certified agency in one of the following positions:
  • Nursing home administrator
  • Hospital administrator
  • Nutritionist
  • Pharmacist
  • Physical Therapist
  • Social worker
  • Medical record librarian
  • Nurse
  • Intellectual Disabilities Professional as defined by federal guidelines
  • Laboratory or medical technologist, bacteriologist, microbiologist, or chemist
  • State of Minnesota health professional position in a care setting listed above

Applicants who meet the above qualifications will be further assessed during an interview on the following:
  • Verbal and written communications skills to effectively interview survey participants and determine the level of compliance in meeting resident/client needs.
  • Critical thinking skills sufficient to collect and analyze information, identify areas of focus, and make decisions based on evidence gathered.
  • Ability to interpret policies and procedures for the enforcement of federal and state regulations.
  • Ability to use plain language and document concise, accurate and complete information for use by agency partners, internal staff and the public.
  • Human relations skills sufficient to develop and maintain effective working relationships with external partners and within MDH.

Preferred Qualifications
  • Successful completion of the Federal Surveyor Minimum Qualifications Test (SMQT).
  • Bachelor's degree in a health related field.
  • Current professional health license.
  • Experience conducting surveys of health care providers including nursing homes, home health aides, hospitals, surgical centers and intermediate care facilities for individuals with intellectual disabilities.
  • Knowledge of federal and state laws and regulations pertaining to nursing and health services and the ability to interpret these laws and regulations for implementation.
  • Experience conducting internal quality assurance activities.
  • Ability to identify and document immediate jeopardy and actual harm within federal regulatory requirements.

Additional Requirements

This position requires successful completion of a background check and employment reference check.

This employment does not require a valid driver's license, but it does require travel, which the candidate will be responsible for meeting.

Completion of the Federal Surveyor Minimum Qualification Test (SMQT) after training provided by the Department of Health.
